I have found out Rad fans on Hyundai's don't come on until it's really hot or the A/C is on.
That's normal for all cars, not just Hyundai.

It's not bad engineering, it's to prevent the battery from draining. If the fans ran every time you shut the car off the battery would die. The fans use a lot of power and should only run when the engine is running and the alternator is supplying power.

No. Modern engines are designed to run hot. It's better for fuel economy and cleaner emissions.
