Default 2002 accent downshift stress

I have an 2002 Accent GL with approx. 103k miles. It is the 1.6, automatic. When I slow down but not have to make a complete stop, the tranny doesn't always seem to want to shift into first gear as it seems it should. If I use the gear shift, it downshifts right away. Is this a problem with the TCM, the pulse generator, a speed sensor, a program or what? I've read a bunch of stuff on the net, but not concerning downshifting. I also have not exerienced a check engine light notifying me of any codes. I drive across town on the interstate, so I don't experience the problem except at either end of my trip. I like the car, but would like to take care of this as soon as I find out what it is without paying the unnecessary dealer labor hours if I can take care of it myself.

Normal. Every Hyundai automatic does that.
