Default 2003 elantra won't start

Hello everyone. The issue: 2003 elantra (not gt) manual shift. If engine is turned off normally using key the car will start right back up. If the engine is stalled due to a newbie driver stalling it...starter will not turn over (no clicking, no starter activity dash lights are on with no flicker). Turned the key with headlights on to check ignition switch and headlights dim out as they should when key is turned...but no starter activity. If we wait a couple hours the car will start up again. Basically, if the car never gets stalled then we never see an issue. (New clutch safety starter switch installed at base of clutch pedal under hunch this was issue). Also...car doesn't start in either 1st or second gear when having the problem.

Any ideas would be greatly appreciated. Thank you everyone.

The headlights should only if there is electrical current draw from the starter. If there is no starter activity then the headlights should not dim. It suggests a problem with either the starter or electrical grounding of the engine block. But, it is difficult to say for sure unless more tests are done.
