Default 97 Hyundai Elantra 1.8L communication problem....HELP PLEASE

Car will not communicate with multiple scanners or smog machines through data link connector. Checked all wire connections at data link connector and back probed and checked all wire connections to the PCM. Checkedpowerand ground connections at PCM and data link connector. Checked chassis grounds. All ok. Replaced PCM twice with used unit thinking original was bad. Both replacements had same result. When pull mass air flow sensor, check engine light should come up but it doesn't. When key on, engine off check engine light is on. Light goes off when started. HELP PLEASE...
