Rear Brake Drum Groan

Rear Brake Drum Groan
So after being on a tow-dolly for 1000 miles my 02' Hyundai Elantra rear brakes started groaning and pulsing when I applied the brakes, I knew they were close to being worn out in general so I opted to do a brake job. New Shoes, Drums, and Hardware (and proper bedding in the brakes) and figured that would fix the issue and initially it did but after only 5 miles or so the pulsing and groan began to come back, and after 200 miles, its just as bad as before.
Tried to attach a video but that didn't work, so to better describe the noise, it groans then pauses in time with the wheel speed (so its only making noise in one section per rotation) and at slower speeds (10mph or so) the groan sounds like several pops, then a pause, and then it repeats per rotation. Any idea what this could be? Don't think its bad drums/brakes since it made the noise before too.
Any help would be greatly appreciated, thanks
