Winter tires pressure

That's correct, winter tire pressure should be the same as the summer.

For 32-35 psi passenger car tires the pressure decreases 1 psi for every 15 deg F the temperature inside the tire goes down. Keep in mind that you need to add a little air to the tire in colder temperatures. This will give you the same cold inflation pressure as you had on those nice warm summer days.

Actually, the pressure in winter tires should be higher because winter tires are softer by design.

Actually, it's a 1 psi drop in pressure for every 10 degree Fahrenheit drop in temperature. So if your tires were at 32-psi when it was a warm 80-deg late-summer/early fall day not that the temps are in the low 40's for the late-fall, the tire pressure will be at 28-psi even if the tires didn't lose any air.
