A 9 year old tire is old. They don't usually blow out, but at that age, the chances of blowout increase substantially. 30,000 miles is a lot for stock tires. I would have bought tires a long time ago.

I'm assuming because you have only 28,000 miles on the vehicle that they are the original tires. I don't know what brand you have, but as was mentioned tires detoriate with mileage and age, as the air, particularly ozone, affects the material.
If that's the case and the tires are 8 years old I would consider getting new tires all around. If the tires are newer and you had a failure, I guess it would depend on the type of failure. If it's just a flat and not sidewall damage you could get the tire repaired at a reputable tire shop. I've had a plug in one of my tires for about 45,000 miles with no problems, although I'm due for new tires.
Just curious what brand you have on yours? I would suggest BF Goodrich Long Trails as a replacement. I'll have about 70,000 on mine when I replace them. The tread isn't even that bad, and I could probably get some more miles out of them, but you can see cracks starting and I'd rather not take a chance. Good luck.
