Default question on paint

So.....my 07 Sonata was hit by a rock or something on the hood, causing a chip. Here is the fun part, it bubbled up the paint around the chip, and it all has since chipped off. I can't even cover the hole with my pinky. Is there some kind of known issue with the paint, or am I just lucky? it almost looks like the primer is actually teflon, that is how easy the paint chipped off. I am now also wondering if the hood had been repainted. I know the rear was hit, but now I wonder if the front had been repaired as well, if not at the same time.

Look at the fenders inside the engine compartment... is the VIN theft tags present that have your chassis VIN on them ??

Look at the underside of the hood.... is the emission certification label on the hood ? Is the hood stamped "R DOT", is there a VIN sticker on the hood ? Look under the front, panels in place, VIN sticker on bumper cover, paint in wheel wells... look it over, painted car usually has different effect about the paint, unless somebody put a lot of effort to make it right,,, but not with what insurance company pays to get car repaired.
