Default Burning smell from driver's side front wheel

I have a 2006 Tiburon SE (manual; 6-speed). I have been noticing a burnt smell from the front drivers side wheel after parking in my garage. Yesterday I noticed what appeared to be an oil-like (dark) substance where the same wheel was sitting while parked overnight in the garage. Any ideas? The oil-like substance was only by the one wheel and none of the others had this.

Check the caliper to see if it is stuck. Also, check the CV joints.

Everything is fine I guess. Went to my mechanic and he couldn't find any problems. My timing belt is due for replacement (60000 miles) soon as well as new spark plugs, belts, hoses etc. I was also informed that it is wise to replace water pump etc. when they change the belts etc. Is this true? Grand total that I was quoted for everything is 1000 dollars (includes tune-up parts and labor as well as belts, water pump. spark plugs. Does this sound reasonable or should I get another opinion?
